SURVEYOR WINS SOUTHAMPTON'S PRIMARY FOR NEW CHIEF OF REVENUE

{LEAD} John Robert Harrup won a four-way race in the Democratic primary Tuesday to become the party's nominee in the November special election for Southampton County commissioner of revenue.

Harrup, 56, a surveyor and farmer, will face three independent candidates in the Nov. 8 election. The winner will complete the unexpired term of Edward L. Marks IV, who left the post under fire last summer.

{REST} Marks, who was elected commissioner in 1991, resigned Aug. 6 after he was convicted of illegally tape-recording an employee's telephone conversations.

Harrup received 1,072 votes, winning 10 of 13 precincts.

He attributed his victory to a door-to-door campaign, saying he and his wife, Louise, covered about 80 percent of the sprawling, rural county.

``I covered all the towns completely, and back in the rural areas I would stop at each house whether they were registered voters or not,'' Harrup said.

Trailing Harrup were Amy B. Carr, deputy commissioner, with 684 votes; Collin G. Pulley Jr., vice president of Nottoway House Inc. furniture store, with 521 votes; and Sheron Wade Williams, business manager of Southampton Academy, with 341 votes.

Tuesday was also the filing deadline for independents. Filing were Jeannette Everett, David A. Price and Linda Vick. No candidate filed as a Republican.

``I'm just on second base now,'' Harrup said after the election results were tallied Tuesday night. ``I've got to get from second base to home plate.''

Charles B. Settle, interim commissioner, chose not to run for election. Settle, a retired banker, was appointed last summer to fill the post until the special election could be held.

The winner of the fall election will take office Nov. 9 and serve until Dec. 31, 1995.
