COAST GUARD CHANGE OF COMMAND

{LEAD} Rear Adm. W. Ted Leland, commander of the Fifth Coast Guard District, will be relieved by Rear Adm. William J. Ecker, chief of Navigation Safety and Waterway Services at Coast Guard Headquarters in Washington, D.C., in a change of command ceremony at 7 p.m. Wednesday at Riverfront Park.
