EVOLUTION: IS IT GOOD OR BAD?

{LEAD} Tony Snow's May 31 column on how our government rides roughshod over human rights in order to protect rats raises some interesting questions. According to evolutionary theory, all progress since the beginning of life on Earth has been due to chance and the ``law'' of survival of the fittest.

Now we seem to be saying that we cannot leave things to chance and that survival of the fittest is bad.

If the evolutionary theory is valid and good, why not let it operate now? If it isn't valid and good, why do we continue to assert and teach it?
