STATE DESERVES FEAST

{LEAD} In response to ``Democrats did it'' (letter, June 10): The Democrats were not the only ones responsible for the larger-than-life deficits created in the 1980s. Even though Congress has constitutional responsibility to appropriate funds, the legislation still must pass the president's desk. There is plenty of blame for everyone.

Before criticizing the pork barreling of Robert Byrd, one should live in West Virginia and understand what its people have gone through, since we treated them as a colony when we thought they were worth something earlier this century. If Senator Byrd is bringing large government projects to West Virginia, God bless him. I can't think of a state more deserving.
