{LEAD} Membership in the planned 18-hole Bayville Golf Club in Virginia Beach will be limited to 350. The club's 75 founders will pay $30,000 to join the club - and thus provide the club with working capital - but those people will receive $10,000 in credit toward future membership dues. Memberships for the remaining 275 regular members will be sold on a first-come, first-served basis with some discounts available to early purchasers; those regular memberships will begin at $20,400 and rise to $24,000. The 7,042-yard championship course is scheduled to open for limited play in the late fall of 1995.
