Mr. Hess was a native and lifelong resident of Norfolk, Va., but in recent years maintained residences in Nags Head, N.C., and Roseland, Florida.
{REST} Mr. Hess was retired from the Naval Facilities Engineering Command in Norfolk, where he was a construction inspector. He was also a World War II veteran of the United States Army and recently celebrated the 50-year anniversary of the D-Day invasion as one of our soldiers who landed that day on Omaha Beach.
Mr. Hess was a member of the Berkley Masonic Lodge, the Scottish Rite, and a Shriner. He was a member of the Kempsville Baptist Church in Virginia Beach, Va., where he served many years as a Sunday School teacher and Deacon. He also served as the first building inspector for the town of Kitty Hawk, N.C., and was the founder, with his sons, of Capt'n Franks Restaurant in Kitty Hawk, N.C.
Mr. Hess is survived by his wife of 47 years, Nona June Hess, of the home; his four sons, Harvey Jr., of Southern Shores, Randy, of Roseland, Fla., Stephan, of Nags Head, and Gary, of Kill Devil Hills. He is also survived by grandchildren, Harvey III, Emily, Krista, Junie and Ferris; two brothers, Charles and George Hess of Virginia, and Merelyn Hamilton of Russelville, Ala.
There will be a time of remembrance for his friends on Sunday, June 26, from 3 p.m. until 7 p.m. at his Nags Head home, located at 158 Bypass and Blackman Street. Anyone wishing to make a remembrance may make a donation to any Shriner Children's Hospital.
