KILL DEVIL HILLS OFFICIAL LACY JAMES MCNIELL DIES

{LEAD} Flags in Kill Devil Hills remain at half-staff today after the unexpected death Thursday of the town's mayor pro tempore.

Lacy James McNiell, 53, died at about 2 p.m. Thursday. Funeral services are set for 3 p.m. Sunday at the Outer Banks Worship Center, with burial at Roanoke Island Memorial Gardens in Manteo.

{REST} McNiell, a former Outer Banks restaurateur, was first elected to the Kill Devil Hills Board of Commissioners in 1983 and served until 1989. He was later re-elected to the board in 1991 and appointed mayor pro tempore in December of last year. His term of office would have expired in December 1995.

McNiell, a Vietnam veteran, was a past president of the Dare County Democratic Party and was currently serving on the Dare County Health Board, and the Wanchese Seafood Authority. McNiell also represented Kill Devil Hills on the Dare County Tourism Board.

He was a member of the Manteo Masonic Lodge, and was a charter member and member of the board of directors of the First Flight Rotary Club.

A Moore County native, McNiell was a member of the Vietnam Veterans Association and was active in the Disabled American Veterans and the American Legion. He was a graduate of North Carolina State University.

The family will receive visitors tonight from 7 until 9 at Twiford's Funeral Home in Manteo. He is survived by his wife, Sandra, eight children and 12 grandchildren. by CNB
