{LEAD} NSU DEAN ELECTED: Norfolk State University's dean of social work has been elected president of the Council on Social Work Education.

Moses Newsome Jr. will be president-elect for one year, starting July 1. He then will serve as president for three years, starting in July 1995. The council helps schools develop new curriculums and monitors national issues affecting social work.

I-264 TRAFFIC SNARLED: Motorists traveling west on Interstate 264 Friday morning faced a long backup after a car overturned. Then a bridge lift slowed traffic even more.

Both westbound lanes of 264 were closed for 15 minutes after the 8:35 a.m. single-car accident near the Merrimac Avenue exit. Firefighters and hazardous materials teams worked to clear a fuel spill, but had to keep one lane closed for about an hour. At 9:26 a.m., during the fuel cleanup, the Berkley Bridge began a lift for a tanker, further adding to motorists' frustrations, said Bill Cannell, Department of Transportation spokesperson. Traffic began traveling the bridge again by 9:45 a.m.

Richard T. Mervicker has been charged with reckless driving in the car accident. Mervicker told police he decided to change lanes, swerved and overcorrected. The car then flipped, spilling fuel.

A passenger, Anthony Leotta, was taken to Sentara Norfolk General Hospital with serious injuries.
