Carey had been a project architect/manager and CAD manager with ASA Architects in Virginia Beach. Moniot had been a manager with Walsh/Ashe Associates in Virginia Beach.
BANKING
Herbert R. Hamlet was named senior vice president for commercial lending with Commerce Bank in Chesapeake. Hamlet had been executive vice president of Dominion Bank and a vice president with First Union National Bank in Norfolk.
Ross C. Reeves was elected to the board of directors with Heritage Bankshares Inc./Heritage Bank & Trust in Norfolk. Reeves is a partner in the law firm of Willcox & Savage.
James Stanley Jr. was promoted from an assistant vice president to a vice president with the Bank of Suffolk. Stanley joined the bank last year.
LAW
D. Arthur Kelsey was elected a partner with the law firm of Hunton & Williams in Norfolk. Kelsey had been with the firm since 1987, focusing on specialty litigation. The firm also transferred James P. Naughton from its Richmond office to its Norfolk office. Naughton, a partner who focuses on labor and employment law, has been with Hunton & Williams since 1986.
MORTGAGE
Independence Mortgage Corp. in Virginia Beach appointed Ned G. Paulson vice president in charge of marketing, and Jack Tucker vice president of operations.
Paulson had been business manager for Warwick Development and EJM Development Corp. in Virginia Beach. Tucker, a retired Marine, had been with the Real Estate Investment Protection Agency in Virginia Beach.
ORGANIZATIONS
Robert H. Powell III was elected president for the 1994-95 year with the Tidewater Estate Planning Council. Powell is with the law firm of Williams Kelly & Greer.
Michael E. Julian was elected to the board of directors of the Food Marketing Institute. The national association conducts programs in research, education and public affairs for food retailers and wholesalers. Julian is chairman, president and chief executive officer with Farm Fresh Inc. in Norfolk.

Features International in Chesapeake appointed Steven M. Newton executive vice president of marketing and media, and Janet A. Burke-Rohan director of media.
Newton joined the film and video production company in 1988 and most recently was vice president of media. He also is a partner of the company. Burke-Rohan joined Features in 1992 as a media consultant.
