Aaron Hines of the 4000 block of Ivy Crescent in Chesapeake was arrested about 4 a.m. without incident, police spokesman Tony Torres said.
{REST} Torres gave the following account of the shooting:
At about 8 p.m. Saturday, two men were arguing in front of an apartment in the 3000 block of Parkside Drive when one pulled out a gun.
The two women who were shot were watching at the window of an apartment.
``One of the victims tried to help and said, `He has a gun,' ''Torres said.
``The gunman then turned around, pointed the gun at the window and shot, killing the one girl and wounding the other one.''
The other man in the argument got away and Hines fled, Torres said.
Keisha Forrest, 18, was killed in the shooting and Cotrina Young, 20, was wounded, police said. A nursing supervisor at Chesapeake General Hospital said Young was treated in the emergency room and later released.
Torres said there was no indication the two women knew Hines or the other man in the argument.
The two women also were apparently just visiting the apartment and did not live there, he said.
Police are still looking for witnesses in the case and ask those with information to call Chesapeake Crime Line at 487-1234.
