16-YEAR-OLD WHO DROWNED NEAR FORT STORY IDENTIFIED

{LEAD} The 16-year-old boy who drowned Sunday near Fort Story was identified Monday as Ryan Santos of Norfolk. His address wasn't available.

Witnesses told police and Fort Story authorities that Santos was swimming with his brother in the surf near the Army base around noon when he slipped under the waves and never surfaced.

{REST} Rescuers in the surf and in boats failed to find him. His body washed ashore near 89th Street after the search was called off.
