{LEAD} Jules E. Bernfeld (``Dollars for abortion,'' letter, June 17) sites a survey on public funding for abortions and states that a pregnant teenager or adult will generally end up on welfare if denied a tax-paid abortion and that one must consider the cost efficiency of an abortion vs. welfare.

Have a baby; go on welfare? Have an abortion; stay off welfare? I think not.

{REST} Many teenage/single mothers are not on welfare. They contribute a great deal to this society. There are also many families in need of welfare assistance due to unfortunate circumstances, such as job loss.

Jules Bernfield should come to understand from this scenario how inextricably unrelated welfare reform is to public-funded abortion.
