{LEAD} Addie Bell Sykes Brown, 86, formerly of the 600 block of Phillips Ave., died June 25, 1994, in a Portsmouth hospital.

Mrs. Brown, a Portsmouth native, was the daughter of the late John and Harriet J. Bell and the widow of the Rev. Richard J. Brown. She was a product and retired teacher of the Portsmouth City Schools, having taught at Mount Hermon Elementary School, and was librarian at Riddick Weaver and S.H. Clarke Junior High Schools. She was a graduate of Virginia State College, Petersburg, and did further study in library science at Columbia University, New York City. She was a member of the local, state and national Retired Teachers Association. She was a member of Celestial Baptist Church and its Deaconess Board and past president of its Missionary Group (NU)1. She was a past president of the Interdenominational Ministers' Wives and Widows Alliance of Tidewater. She was a member of Zeta Phi Beta Sorority; Mount Hermon Chapter (NU)19, Order of the Eastern Star; and Martha's Tent (NU)34 of the Independent Order of J.R. Giddings and Jollifee Union of Tents.

{REST} Survivors include one brother, Robert L. Bell of Chesapeake; two sisters-in-law, Alice P. Bell of Chesapeake and Cecil Bell of Montclair, N.J.; and three nieces.

A funeral will be conducted at 1 p.m. Friday in Celestial Baptist Church by the Rev. Leon J. Boone. Burial will be in Lincoln Cemetery. The family will be at 4144 Sunkist Road, Chesapeake. Fisher Funeral Home is handling arrangements.
