NORFOLK AND PORTSMOUTH NAME 3 TO SCHOOL BOARDS

{LEAD} The Norfolk and Portsmouth city councils on Tuesday each reappointed two incumbents and named a newcomer to their school boards.

The Norfolk City Council reappointed Anita O. Poston and Robert F. Williams to the board and named Junius P. Fulton to fill the seat held by outgoing chairwoman Lucy R. Wilson. Six candidates, including the incumbents, were nominated.

{REST} Fulton, 35, a lawyer, is a Norfolk native and a product of its public schools. He is a partner in the Norfolk law firm of Robinson, Madison, Fulton and Anderson. It is the first time he has served on the School Board.

Poston, 44, a partner in the Norfolk law firm of Vandeventer, Black, Meredith & Martin, begins her third two-year term on the board. She and current vice-chairman Ulysses Turner are considered front-runners to replace Wilson as head of the board.

Wilson did not seek reappointment to the board, where she has served for 12 years, the last four as chairwoman.

Williams, 45, begins his second two-year term. He is director of reproductive sciences for the Jones Institute at Eastern Virginia Medical School.

In Portsmouth, the council reappointed J. Thomas Benn III and Leah Stith and appointed Ray A. Smith Sr. to the School Board.

Benn, currently school board chairman, is a quality assurance director at the Norfolk Naval Shipyard. Stith is a special assistant to the lieutenant governor.

Smith, a 40-year-old supervisor at Virginia Power Co., was named to the seat now held by Ralph Buxton.

Buxton could not be reappointed because he has served two consecutive four-year terms.
