Gov. George F. Allen on Friday appointed Penelope W. Kyle of Richmond, a CSX Corp. vice president, as director of the Virginia Lottery.
She replaces Kenneth W. Thorson, one of several high-ranking officials fired by Allen on June 3. Richard Wilkinson had been serving as acting director since Thorson's dismissal.
Kyle is a University of Virginia law school graduate. She also holds a master's degree in business administration from the College of William and Mary and a master's degree in English from Southern Methodist University.
She has worked for CSX since 1981.
``Penny is a seasoned manager who has done an excellent job for CSX in a variety of challenging and difficult assignments,'' said John W. Snow, chairman and chief executive officer of the company.
``We are confident she will do equally as well for the commonwealth in her new role, and we are pleased to see the governor continuing to call upon people of high caliber for public service.''
Kyle is chairwoman of the Historic Richmond Foundation, the Industrial Development Authority of Richmond and the board of directors of the Central Richmond Association.
She also is a member of the Port of Richmond Commission. by CNB
