When all else fails, do another study.
Portsmouth has fallen into that pattern in recent years and, as in the case of the plan that proposed the downtown streetscapes, some have paid off handsomely.
Consultants doing the broad-based study now under way seem to have a grip on the problems and respect for the city. As with most outsiders, the consultants see what one of them recently called ``remarkable assets.''
Now the group must sell these assets to a market that somehow cannot see the same attributes. Second-guessing consultants who see the virtues of the city would be a costly mistake.
We don't need another study gathering dust. Instead, we need to believe outsiders may see solutions to the so-called ``image problem'' that are not as clear to Portsmouth residents. by CNB
