John H. Foster, a former Norfolk city councilman, has been appointed to a five-year term on the Norfolk Foundation's seven-member distribution committee.
In June, Toy D. Savage Jr., a Norfolk lawyer, was named chairman of the committee. Joshua P. Darden Jr., president of Colonial Chevrolet and Darden Properties, was named vice chairman.
