I was shocked to read about the man who was fined $2,500 and sentenced to a year in jail for selling roses without a license.
With all the contention about overcrowding in the Norfolk jail, one might assume that the courts would be more concerned about putting away violent offenders and drug dealers than some guy peddling flowers on the sly.
Apparently, the judge wanted to give new meaning to the phrase ``Nip it in the bud.''
