The City Council took the following actions at its meeting Tuesday:
Motion to amend Chapter 35 of the city code by amending Sections 35-306 and 35-307 pertaining to pertaining to the establishment of a tax on mobile local telecommunication service. The proposed ordinance amendments impose and levy a 10 percent tax on the monthly gross charge, applicable to charges of up to $30 per month on mobile local telecommunication service. Motion to amend Chapter 35 of the Code of the City of Portsmouth, pertaining to taxation by amending Section 35-381. Proposed ordinance amending this section pertaining to amusement admission taxation will allow penalty on delinquent tax payments from 30 days after such tax is due, to the day such tax is due, to be uniform with other similar city taxes. Motion to amend the agreement for creation of the Hampton Roads Regional Jail Authority and appoint an alternate authority member. Adoption of this resolution will help ensure that the authority has a quorum at its meeting and that its business may be conducted in an expeditious manner. Approved, 7-0
Motion to transfer $38,518 from the Grants Contingency Account for the continued funding of the Victim Witness Program. This program has been in existence since 1976 and provides crucial services needed by citizens in Portsmouth when they become victimized by crime. Approved, 7-0
Motion to transfer $111,800 from the Grants Contingency Account to continue to fund the City of Portsmouth Community Diversion Incentive (CDI) Program. This program is designed to provide supervision, treatment and rehabilitation services for non-violent, adult offenders. Approved, 7-0
