No wonder Ocean View wants to become a city. Its residents cannot afford the investments downtown.
Nor is it any wonder that Norfolk has lost more than 50,000 residents in the past 20 years, and people are still leaving.
Ocean View has the right idea. Why should its people leave their homes and move, as the 50,000 others have, when they can create their own city and elect a council responsive to their needs and wishes? What makes the Norfolk City Council so holy and irreplaceable?
Mayor Fraim reportedly said that Ocean View has been ignored, and Ocean View Councilman Randy Wright also admitted it. Neither of them has done anything to divert money from downtown to the needs of current residents.
