SPRUILL APPOINTED

State Del. Lionell Spruill Sr., D-Chesapeake, has been appointed by Gov. George F. Allen to serve on the Commission on Base Retention and Defense Adjustment.

Allen signed an executive order June 17 creating the commission and asking its members to create a strategy to protect against any ``ill-conceived'' military base closings in Virginia.

The commission also would explore ways to help communities and citizens who are adversely affected by base closings.

Other legislators appointed were Sen. Frederick M. Quayle, R-Chesapeake; Dels. Leo C. Wardrup and Frank W. Wagner, both Virginia Beach Republicans; Del. George H. Heilig Jr., D-Norfolk; Sen. Hunter B. Andrews, D-Hampton; and Del. Alan A. Diamonstein, D-Newport News.

Also, Spruill was appointed by Thomas W. Moss Jr., D-Norfolk, speaker of the House, to serve on a joint subcommittee to examine local revenue resources and the local taxation of cellular phone services.

In other actions, the governor appointed the Rev. Larry Brayboy, a member of Chesapeake Forward, to the state Board of Trustees for the Family and Children's Trust Fund. The board provides support for the prevention of family violence.

Brayboy is the pastor of Manna Baptist Church. He serves on Community Coordinate Care, Inc. and the Mayor's Task Force on Drugs. He also serves as a legislative assistant to Sen. Mark L. Earley, R-Chesapeake.

Also, Willie Cooper was appointed to serve on the Human Services Information and Referral Advisory Council. The council recommends standards and policies for the development and implementation of a statewide human service system to provide information on or referral to appropriate public and private, state, local and regional agencies.

Cooper is a member of the Georgetown Civic League and Chesapeake Forward. He also serves as treasurer for the Chesapeake NAACP. ILLUSTRATION: Photo
