WEEKLY BRIEFING

RESERVE EXERCISES: Hampton Roads hosts two reserve exercises this week, one designed to prepare the Navy for harbor defense and the other to help Army officers solve problems under pressure. Allegiant Sentry '94, Friday through Thursday at Little Creek Naval Amphibious Base, will train Navy reserves to protect strategic coastal waterways in foreign lands. More than 500 people will participate, including Navy SEAL and explosive ordnance units. In Operation VIP Lift today, candidates for Army Reserve captain will demonstrate to their bosses and others what they have learned in 15 days of intensive training at the Virginia State Military Reservation in Virginia Beach.

OPEN HOUSE: Fort Eustis throws open its gates Friday for an open house, complete with crafts, rides, food, entertainment and a flyover by an F-117 Stealth fighter. Fort Eustis is home to one of the military's busiest units, the 7th Transportation Group. The group set up and ran the seaport during the American mission in Somalia and is headed to Africa now to help Rwandan refugees. The open house runs from 9 a.m. to 6 p.m. Admission is free. To reach Fort Eustis, take Interstate 64 north to Newport News and take the Fort Eustis exit.

AUTHOR SEEKS CHILDREN: The author of a children's book is looking for children who lived at Clark Air Force Base in the Philippines when Mount Pinatubo erupted. Russell Wright of Rockville, Md., will use the firsthand accounts in his book ``Volcano,'' the third in a series of books that also includes ``Earthquake'' and ``Hurricane.'' COMINGS & GOINGS

CHANGE OF COMMAND:

Cmdr. Suzanne Woodman Hirsch relieved Cmdr. Kathleen M. Cummings as commanding officer of Atlantic Fleet Headquarters Support Activity in Norfolk. Hirsch reports from the Service Schools Command in San Diego. Cummings will report to the Navy War College in Newport, R.I.

Capt. Dennis A. Sande relieved Capt. J.E. Thornton as commander of the Coast Guard Marine Safety Office in Hampton Roads. Sande has been chief of Marine Safety Schools at Yorktown. Thornton will report to the 8th District in New Orleans, where he will be chief of the boating safety division.
