CITY COUNCIL ACTIONS

Highlights from the July 26 meeting:

Ordinance granting a proposal to amend Article IV of the historic district ordinance to allow bed and breakfast inns to serve meals to the public. Approved, 7-0

Resolution granting a request of River Pointe Associates for modification to the Wimbledon Chase group housing application at the southwest intersection of River Point Drive and River Point Parkway. Approved, 7-0

Ordinance granting a proposal to amend Article V of the zoning ordinance to allow for projecting signs in downtown districts. Approved, 7-0

Motion to appropriate $517,000 from the Capital Improvements Fund and $180,000 from the Public Utilities Capital Improvements Fund to complete Phase III of the continuing phased improvements in the Brighton/South Portsmouth area, and a motion to award the contract to Precon Construction Co. This project includes upgrading water and sewer utilities, installation of stormwater drainage, sidewalks, curbs and gutters and road widening. The city reasonably expects to reimburse the Capital Improvement Fund from the proceeds of the sale of public utility bonds in the amount of $160,000 for the public utilities portion of these improvements. Approved, 7-0

Motion to appropriate $230,000 from the Capital Improvements Fund for rehabilitation of the Churchland Bridge, and a motion to award the contract to Blue Ridge General. These funds will be used for repairs and reinforcement to the structural steel of the Churchland Bridge. Approved, 7-0

Motion to appropriate $20,000 from the Capital Improvements Fund for engineering services to the Edinburgh Square Parking Garage, and a motion to award the contract to McPherson and Associates. The first phase of the repairs is to replace the ramps to the upper parking deck levels. Approved, 7-0

Motion to amend Section 30-151 of the city code to remove the position of Deputy City Manager from the police and fire retirement plan. Approved, 7-0

Motion to amend Chapter 2 of the city code pertaining to appointments to the Community Services Board. Amendments shall include appointments to the Community Services Board to be broadly representative of the community to include ``consumers'' and ``family members.'' Approved, 7-0

Motion to change the following voting locations: James Hurst Elementary School to Cradock United Methodist Church and Woodrow Wilson High School to West Park Church of Christ. These changes are being made at the request of the electoral board. Both churches have agreed to offer their facilities for election day. Approved, 7-0

Motion to amend Ordinance 1994-38 pertaining to the city's classification and pay plan to include the titles of Assistant City Manager and Chief Financial Officer. Approved, 4-3; Clemons, Griffin, Martin opposed

Motion to support our UPARR grant application to complete rehabilitation of the Neighborhood Facility Recreation Center. Improvements will include upgrading the second floor access chair lift for ADA compliance, security alarm, roof repairs, repair water damage and replace lighting. The city's share would be 30 percent or $18,363. Approved, 7-0

Motion to request the Virginia Department of Transportation to allocate $1.5 million of the state's Federal Surface Transportation Program and implementation of painting and necessary repairs to the steel structure of the Churchland Bridge located on Route 17 as an Urban Road Project. In order for the state to allocate these funds, VDOT requests that the city adopt the attached resolution formally requesting the project. Approved, 7-0

Motion to transfer $168,480 from the Grants Contingency Account to assist homeless mentally ill and substance abuse clients of the Community Services Board. The city has received a five-year $842,400 grant from the Department of Housing and Urban Development. The HUD grant will pay for rental subsidies for 30 apartments through the Elizabeth River Properties of Portsmouth, Inc. Approved, 7-0

Motion to transfer $104,985 from the Grants Contingency Account to update protective clothing, breathing apparatus and other firefighting equipment. The Virginia Fire Services Board and the Department of Fire Programs has approved the Fire Programs's Fund Allocation for calendar year 1993. Approved, 7-0

Motion to transfer $235,850 from the Grants Contingency Account to continue funding for at-risk youth and for early intervention services for troubled youth. These funds will be used to continue innovative programs for at-risk youth that may be developing emotional or behavioral problems, and community services for troubled youths who can be appropriately and effectively served in the home or community. Also, $22,385 have been awarded for early intervention services for youth with a local match required in the amount of $8,985. Approved, 7-0

Motion to exceed the 25 percent allowable limit for change orders with T.A. Sheets as it relates to the second phase of the Highland Biltmore sewer improvements. This phase will replace the portion of sewer on the north side of Elliott Avenue. Approved, 7-0
