OCEANA AIR SHOW: The annual Neptune Festival Air Show will held
at the Oceana Naval Air Station on Sept. 10 and 11. It will feature
Canada's precision military acrobatic team, the Snowbirds. Also
included will be a special air show Sept. 9 for people with special
needs. Along with the Snowbirds will be the Sky Hawks, the Canadian
Forces parachute team; Formula ``V'' Air Racing; Lee Shockley's
triple engine jet-truck, ``The Shockwave''; an Air Force F-16
Fighting Falcon; and the Navy's F-14 Tomcat. Gates open at 9 a.m.
RECYCLING AWARD: The Norfolk Naval Base has won the 1994
Secretary of the Navy Resource, Recovery and Recycling Program Award
for large installations. The award, announced by Navy Secretary John
Dalton, cited the base's recycling program, which last year
converted more than 19 million pounds of trash and saved the
government $4.3 million in disposal costs. The recycling program is
used by 25,000 military and civilian personnel.
FLYING MARINES: The Pentagon has reopened the competition for a
new aircraft to deliver Marines, but the Corps still likes the one
it started with - the tilt-wing V-22 Osprey. A Marine official,
quoted recently in Sea Power magazine, said the Osprey best fits the
post-Cold War demands of the service. The hybrid airplane-helicopter
is one of five alternatives being studied as a replacement for the
aging CH-46 Sea Knight, whose functions include carrying Marines
ashore from amphibious ships. The Defense Acquisition Board is
scheduled to reach a decision on the Osprey in September.

CHANGE OF COMMAND: Cmdr. James E. Pillsbury will relieve Cmdr.
James E. Lyons as commanding officer of the submarine Polk.
Pillsbury reports from the staff of commander Submarine Development
Squadron 12. Lyons will report to the Operation Test and Evaluation
Force in Norfolk.
