Residents of Hampton, Newport News and Poquoson should be able to make toll-free phone calls to South Hampton Roads and Williamsburg, a hearing examiner with the State Corporation Commission said Thursday. Examiner Glenn P. Richardson said Bell Atlantic's proposal to increase local calling rates while expanding its local service area is ``clearly in the public interest.'' ``Customers should not be forced to make long distance calls and pay hefty toll charges to make telephone calls to their working spouses, friends, doctors, medical facilities and other businesses located south of Hampton Roads,'' Richardson wrote. The expanded service area would mean a monthly increase of between 74 cents and $1.69 for residential service. The State Corporation Commission has to give final approval to the recommendation. by CNB
