SCHOOL HOURS: Changes in school hours for the 1994-95 school year are currently under consideration by the Virginia Beach School Board. Any changes in opening and closing times for elementary, middle and high schools will be published immediately following the Tuesday School Board meeting.
MEALS: The school system follows the guidelines of the U.S. Department of Agriculture in offering meals. Lunch supplies one-third of the recommended daily nutritional requirements for children of various ages.
Virginia Beach school cafeterias use an ``offer versus serve'' approach in their lunch program, allowing students to choose items from those prepared and to skip foods they don't like. This program reduces waste and increases student participation in the lunch program.
Lunch costs: $1 for elementary; $1.10 for middle and high schools; and $1.75 for adults.
Breakfast: 60 cents for students and 80 cents for adults. Milk costs 25 cents.
Through a special milk program, afternoon kindergarten students will be able to purchase milk for 7 cents and a snack for 15 cents. The reduced milk price is available only to afternoon kindergartners, because morning kindergartners have access to breakfast now offered at each elementary school. Morning kindergarten students will pay 25 cents for milk and 15 cents for a snack.
Applications and eligibility guidelines for free or reduced-priced meals will be distributed to all students Sept. 7, and are available all year in each school office.
Breakfast and lunch menus are submitted for publication in the Sunday editions of The Beacon and sent home with students each month.
MEDICATION POLICY: The school clinic is responsible for issuing medication to students. Parents and guardians of all students, grades kindergarten to 12, should be aware of the school division's policy on administering medication to students. The policy covers prescription and over-the-counter medications, such as aspirin.
The following policy guidelines apply:
For students to take medication during school hours, the prescribing physician must sign a form stating the medication, time, duration of treatment, and dosage. Parents may pick up a copy of this form in the school office. The signature of the parent or guardian is also required on the form.
Any prescribed medication must be provided to the clinic in a labeled prescription container.
All medication must be taken to the clinic, and it must be administered there. Students are not to take medication by themselves. For more information, please contact the nurse in your child's school.
NEWS ABOUT SCHOOLS: The Virginia Beach School Board holds its regular, public meetings on the third Tuesday of each month beginning at 3:30 p.m. in the Board Room of the School Administration Building at the Municipal Center.
Opportunities for public comment are provided at each meeting. Citizens may speak at 3:30 p.m. in odd-numbered months and 5:30 p.m. in even-numbered months.

REGISTER NOW: New students or those transferring within the Virginia Beach school system should enroll as soon as possible at the elementary, middle or senior high school to which their neighborhood is assigned.
The Educational Planning Center (427-4381) has a complete listing of all school attendance zones and can answer questions about specific neighborhood assignments.
Early student registration is requested to ensure that each school assigns the appropriate number of teachers to meet the state pupil-teacher ratio requirements. School office hours are from 8 a.m. to 4 p.m. Monday through Friday, although schools ask parents to come for registration before 3:30 p.m. It's a good idea to call the school in advance to make sure you have all the proper paperwork.
REGISTRATION REQUIREMENTS: Parents enrolling their children in a Virginia Beach school for the first time must present a certified birth certificate to the school. Also needed are the student's Social Security number, immunization record and a report card from the last school of attendance, if applicable. Proof of a physical examination is also required by Virginia law for entry into public schools.
SOCIAL SECURITY NUMBERS: Federal law now requires anyone age 5 or older to have a Social Security number. Virginia law requires that the Social Security number be reported to the school system upon enrollment. Applications for Social Security numbers are available at the Social Security office (1-800-772-1213).
IMMUNIZATIONS: When registering for school, all students new to Virginia Beach Public Schools must show written proof of immunization against diphtheria, pertussis (whooping cough), tetanus, polio, rubeola (measles), rubella (German measles) and mumps.
Shot records must include day, month and year of vaccinations. If a student cannot show this written proof when school starts Sept. 7, that student may be denied admission to school under Virginia law.
Information for specific immunizations required may be obtained by contacting local neighborhood schools. New students who are military dependents may receive immunizations at the various installations where dependent medical care is provided. TRANSCRIPTS: When registering students at a new school, please bring whatever paperwork you have available from the former school. Transfer certificates and/or scholastic records help place new students at the appropriate grade level. An official transcript from the former school will later be requested by the Virginia Beach school.
PHYSICAL EXAMINATIONS: Students entering a Virginia Beach public school for the first time must show proof of having received a complete physical examination. Under Virginia law, a child may not attend school until this requirement is met. For the convenience of parents, physical examination forms are available in the office of each public school.
RISING KINDERGARTNERS: Prospective kindergartners entering the Virginia Beach City Public Schools for the 1994-95 school year must be 5 years old on or before Sept. 30, 1994. Virginia law requires all children who have reached their fifth birthday on or before Sept. 30 to attend a public, private, denominational or parochial school. Parents who wish to enroll children before their fifth birthday should contact Dr. Clifford V. Hatt, the school system's supervisor of psychological services, at 431-3041.

MAKE-UP DAYS: If schools are closed for bad weather or another emergency, the next single-day holiday will be designated a regular school day. Weather or emergency closings will be announced to radio and TV stations as soon as a decision is made. Tune in whenever conditions are threatening.
VOLUNTEERS: More than 16,000 workers in the school system last year never collected a paycheck. They were volunteers from businesses, military commands, community organizations and surrounding neighborhoods who play an increasingly critical role in maintaining a high quality of education in Virginia Beach.
During the 1993-94 school year, these 16,000-plus volunteers participated in the Volunteers-In-Education program, a cornerstone of the PTA. The duties these volunteers performed included computer skills training, one-on-one and small-group academic tutoring, clerical and clinic assistance and duplication and creation of instructional materials in all schools.
The Adopt-A-School Program, now combined with the Partners in Education Program, was created in 1984 through the joint efforts of the Virginia Beach City Public Schools and the Virginia Beach Division of the Hampton Roads Chamber of Commerce. This year the program was aligned with the superintendent's ``structured volunteer'' initiative, drawing on broad-based community involvement and linking schools with national foundations.
Partnerships begin when businesses, military commands, civic organizations, volunteers and schools work together to foster a better understanding of public education and at the same time provide additional resources for students.
The Partners in Education Program provides leadership and advocacy for business-education partnerships. At the heart of the program is the desire to improve student achievement and the quality of public education to prepare all children for life and work in the 21st century. Nearly 400 businesses, military commands and community organizations now participate in this program. These partnerships provide a benefit to the sponsoring organizations by increasing their visibility in the community.

SCHOOL BUS POLICIES: To meet its goal of transporting students to and from school safely and efficiently, the Office of Transportation has set guidelines for the creation of bus routes and stops.
The following are the transportation policies set by the department:
No school bus route will be established on any road not maintained by the city or state highway department.
Students are to be at their bus stops no more than five minutes prior to the scheduled time of arrival of the school bus.
Regular education school bus routes will not be established within a cul-de-sac or on a dead end roadway where backing up will be required.
A school bus may be parked on private property and on city or state maintained roadways as long as the bus is legally parked.
Walking zones may be established within an individual school attendance zone.
Limits for walking zones in which transportation will not be provided are as follows:
Secondary schools - not to exceed 1.5 miles in any direction from the school.
Elementary schools - not to exceed 1 mile in any direction from the school.
Students who live within an established walking zone will not be transported by a school bus.

BEWARE DRIVERS: When school opens, motorists should be especially alert and aware of state laws regarding sharing the road with school buses:
At intersections, all drivers must come to a complete stop for a stopped school bus with lights flashing. Under the law, motorists are required to stop even when approaching a school bus at right angles.
On undivided highways or streets, all vehicles traveling in both directions are required to stop and remain stopped until all children are clear of the roadway and the bus is again in motion.
On divided highways or streets, vehicles in all lanes traveling in the same direction as the bus must come to a complete stop, but those traveling in the opposite direction and separated by either a physical barrier or an unpaved area may proceed without stopping.
Failure to stop for a school bus loading or unloading children could result in a reckless driving charge.
Virginia Beach school bus drivers are encouraged to report violations of state bus safety regulations. Under state law, school bus drivers only need to identify a vehicle by reporting the license number of the vehicle; a visual identification of the driver is not required. These reports are given to the city's police department, which then contacts the owners of the vehicles.

COMMUNITY INPUT: The Special Education Advisory Committee includes parents, disabled individuals, and other members of the community interested in special education, who meet every month to discuss long range plans and issues in special education. The committee also advises the School Board and serves as a liaison between the school system and the community.
All meetings of the committee are open to the public and are advertised in The Beacon, on Cox Cable channel VBTV 48, in PTA newsletters and in Dialogue, the school system's quarterly special education newsletter.
Members of the committee are appointed by the School Board.

HEALTH SERVICES: Each Virginia Beach school has a clinic staffed by a registered nurse to provide health screening and first aid for school-related illnesses and injuries.
OUT OF DISTRICT FEE: Except under special conditions, students in Virginia Beach are assigned to a school in the attendance zone in which they live. Requests for assignment to another school must be submitted to and approved by the school system's Special Requests Review Board. By law, a student residing with a person other than his or her own parent may not enroll in a Virginia Beach public school unless the person with whom the student is residing obtains legal custody through the Juvenile and Domestic Court. Enrollment of such a student requires the approval of the Office of Student Services. Information about this procedure is available at any Virginia Beach public school or from the Office of School Leadership (427-4540).
The system charges tuition for students whose parents live outside the city limits. Tuition is also charged for a student living with a legal guardian within the city limits solely for the purpose of attending a city school. Tuition during the 1994-95 school year is $2,200 for students in grades 6 through 12 and $1,820 for students in kindergarten through grade 5. Tuition is necessary and helps to defray expenses, as the state does not fund these students.
Tuition for the year is due and payable at the time of enrollment; however, the tuition may be paid in installments under extenuating circumstances. Installment payment applications are handled on an individual basis by the School Board.
