Robert Daniel Webb was promoted to second vice president in charge of production with Caro Monroe and Liang. Webb has been an associate with the Newport News architectural firm since 1987. HEALTH CARE

Dr. M. Dean Elfath was named chief medical officer with the American Red Cross, Mid-Atlantic regional blood service in Norfolk. Elfath joined the regional service in March as medical director. He's certified by the American Board of Pathology and received a medical degree from Ain Shams University in Cairo, Egypt.

The Medical College of Hampton Roads approved a contract extension for president Edward E. Brickell for at least three more years. The extension ends July 1, 1997. Brickell became president in 1988 after serving 21 years as Virginia Beach public schools superintendent.

The American College of Healthcare Executives granted fellow status to Robert L. Graves. He's the administrator of Virginia Beach General Hospital.

The Hampton Roads Health Coalition elected H. N. McHorney, Daniel J. Ripberger, and Mark McMahon to its board of directors. McHorney is with Virginia Natural Gas, Ripberger is with Stihl Inc., and McMahon is with Norfolk Southern.

Sentara Health System named eight new board members: Frederick J. Napolitano, a real estate developer and chairman of Pembroke Enterprises; Thomas A. Newby Jr., retired administrator of Booker T. Washington High School; G. William Whitehurst, former U.S. congressman; Dr. Crile Crisler, of Mid-Atlantic Heart Surgery; Gwendolyn Cumming, a civic volunteer in Hampton; John S. Mitchell, president of Dixie Manufacturing; Allan G. Donn, an attorney with Willcox & Savage; and William K. Butler II, president of the Eastern region of Crestar Bank in Virginia Beach.

Wynn L. Dixon was appointed vice president of quality and human resources at Chesapeake General Hospital. For the past eight years, Dixon has been director of human resources with HCA Centennial Medical Center in Nashville, Tenn.

Dr. Gregory W. Pierce was named medical director with Patient First's Indian River Road facility in Virginia Beach. Pierce has been a staff physician with Patient First since 1992. MUNICIPALITY

The Norfolk Community Services Board appointed new members: Ruth Graves Jarvis, retired Dean of Student Development at Norfolk State University; Judy Boone of Judy Boone Realty Inc.; and Betty Gray Hardy, a community volunteer. RETAIL

James M. Hill was appointed general manager with Pembroke Mall in Virginia Beach. Since 1981, Hill has directed shopping center management with S.L. Nusbaum Realty Co.
