Newport News Cablevision is for sale. The owners, two Colorado partnerships, expect to fetch between $86 million and $105 million for the 48,000-subscriber system, officials said. Tele-Communications Inc., the system's manager, said it wants to buy the cable operation. Meanwhile, a filing with the Securities and Exchange Commission shows the owners will seek bids from other cable companies. The city of Newport News declined to buy the system. It had the right of first refusal under its franchise agreement. by CNB
