The city is preparing to redesign its pay plan. Raises have varied widely, according to a study of computer records by The Virginian-Pilot and The Ledger-Star. The only way to get raises above those approved by the City Council has been on a case-by-case basis - a practice that had become increasingly unpopular with employees who complained of favoritism. Under the system that allowed job studies, reclassificiations and upgrades, dozens of workers got increases ranging from 35 percent to 80 percent. The chart below lists raises between 1992 and May 1994. MEMO: For complete chart, please see microfilm.
