FTC BILL NOW LAW

President Clinton signed a bill to give the Federal Trade Commission greater enforcement powers and increased funding. It defines what constitutes ``unfair advertising'' practices and requires that the FTC follow that definition. The effect of the new law will greatly depend on whom President Clinton appoints to fill two new vacancies on the commission, and especially whom he designates as chairman. The law also increases authorization for FTC funding to $92.7 million for fiscal year 1994, to rise to $99 million for fiscal 1996. In addition, it requires the FTC to examine how its resources are allocated and to identify areas that are more appropriately enforced by the states. by CNB
