I have a solution to the Haitian- and Cuban-refugee crisis:
With the 25,000 Haitians and some 40,000-plus Cubans at Guantanamo, we should move out all U.S. civilians and military and give the key to the front gate to Fidel Castro.
The training command is moving out, so we really have no use for the base.
