JUDGE IN CASE IS FORMER D.C. PROSECUTOR

In October 1986, James R. Spencer became the first black federal judge in Virginia. He serves in U.S. District Court in Richmond.

A Reagan nominee, Spencer, 45, is a native of Florence, S.C. He got his bachelor's degree in 1971 from Clark College in Atlanta and his law degree from Harvard Law School in 1974.

Spencer spent three years in the Army and worked as a lawyer for the Atlanta Legal Aid Society. From 1978 to 1982, he served as assistant U.S. attorney in the District of Columbia.

In 1985, Spencer was ordained as a Baptist minister after attaining a master's degree from Howard University Divinity School in 1984.
