Virginia Beach City Council spends $49 million to beautify our version of Norfolk's long-gone East Main Street (i.e., Atlantic Avenue) to attract more tourists.
Yet our illustrious council cannot inspire toll-road maintenance to spend a few bucks to clean up the filthy toll-booth area. It looks like a toll booth area in New York City.
Perhaps council should issue dust pans and brooms to the toll-booth attendants and include cleanup in the job description, or at least request that it be done occasionally.
