A federal judicial panel in Georgia ruled Monday that the newly drawn 11th Congressional District was unconstitutional because it was created solely to insure that a black person was elected to Congress.
The 2-to-1 decision threw into doubt an election scheduled for Nov. 8. The judges said they would redraw the district lines themselves in time for the election, but appeals were expected. by CNB
