Echols retiring from TRT District Commission: James C. Echols, executive director of the Tidewater Transportation District Commission since 1973, announced Wednesday that he will retire on June 30, 1995. Echols made the surprise announcement during an executive session held to discuss his performance over the past year. Echols' 21 years with TRT has seen much change. TRT began in 1973 when the public transit agency acquired several local bus companies and incorporated them into the regional agency. Recently, TRT has been ailing. Local revenue from cities has been cut and ridership has dropped. TRT recently had to cut five routes in Norfolk to make up for a budget deficit. The Tidewater Transportation District Commission has appointed a committee to recruit a new executive director. (Staff) by CNB
