HONORS AND AWARDS

Chesapeake Commissioner of the Revenue Ray A. Conner has been appointed to serve on the advisory Board of the newly formed Virginia Institute of Government.

The institute, authorized by the 1994 General Assembly, is based at the Richmond office of the University of Virginia's Weldon Cooper Center for Public Service. It has three aims: to develop a comprehensive training and technical assistance program for local government officials; to develop a technical library and electronic data base of the most current information needed by governments; and to supply other special information to state and local officials on various aspects of government as they need it.

Conner has served as commissioner of the revenue since 1983. He was appointed to the position before being elected to fill it in 1984. Since then, he has been re-elected three times to four-year terms.

Patrice Parker, daughter of Dr. and Mrs. Hugo A. Owens Sr. of the 4000 block of Airline Blvd., has joined Cellular Telecommunications Industry Association as its new director for publications. She will become the new editor of the Wireless Communications Forum and Wireless SourceBook and assume additional editorial and writing responsibility for the association.

Parker joined Bell Atlantic in 1988. She held a variety of public relations positions involving employee publications, communications programs and speech writing.

Prior to Bell Atlantic, Parker worked for Chesapeake & Potomac Telephone Co. in Washington and Richmond. She joined C&P Telephone in 1974 and held a series of positions in C&P's employee information, public talks, annual reports and company campaigns and community relations and customer information groups.

Before C&P Telephone, she worked as a director of public relations for the Chrysler Museum in Norfolk and was a feature writer for The Virginian-Pilot.

In addition to winning awards for her speech writing, Parker has received the American Advertising Federation's Certificate for Excellence for her work on the 1985 C&P Telephone Annual Reports.

Parker is a graduate of Elmhurst College in Elmhurst, Ill., and earned her master's degree in journalism from Northwestern University in Evanston, Ill. by CNB
