Bell Atlantic wins court battle: A divided Virginia Supreme Court ruled against consumer advocates and long-distance telephone companies challenging a plan to loosen regulation of the state's largest telephone companies. The court heard arguments Monday and usually would have issued a ruling in November. But in a one-sentence statement, the court said it was deadlocked 6-6 so a State Corporation Commission ruling remains in effect. The attorney general's office, the Virginia Citizens Consumer Council, AT&T Corp. and MCI Telecommunications Corp. had argued that the SCC improperly extended an experimental plan last year to the harm of telephone ratepayers. They asked the state Supreme Court to overturn the SCC decision to extend the experiment without public notice or opportunity to comment. (Associated Press)
