The Virginia Employment Commission cited resumption of normal work schedules as the reason for a sharp drop in initial claims for jobless benefits in August. The commission said initial claims fell 30 percent in August to 19,450 from the July level of 27,961. The August claims represented an increase of 1,606 claims, or 9 percent above the August 1993 total.
