David Tynch of Portsmouth has been named 1994 Volunteer of the Year for the Tidewater Region of the Southern Industrial Development Conference and Virginia Economic Development Association.
Tynch, managing partner of the law firm of Cooper, Spong & Davis, recently was chairman of the Portsmouth Division of the Hampton Roads Chamber of Commerce.
Portsmouth Economic Development Director Matthew James said Tynch has had ``a profound and most beneficial impact'' on economic development here.
He credited Tynch with ``directly contributing to Portsmouth's ability to attract more than 900 new jobs and $18.5 million in new investment during the past 18 months.
Among his accomplishments listed in his selection as top volunteer were the following:
Creation of an Economic Development Task Force: Tynch organized a two-day retreat, invited major public and private sector leaders and formed a task force to address projects in the city.
Organization of the Race Track Support Committee: Tynch organized and led a committee that contributed $100,000 in financial support and countless hours toward Portsmouth's application to be the site of Virginia's first horse racing track.
BRAC '93 Defense: Tynch led the initiative to save the Norfolk Naval Shipyard during base realignment and closure (BRAC) hearings. His effort included raising $100,000 in public and private contributions to fund the defense.
Plan 2007: Tynch served as a committee member and city representative for the creation of this regional economic development document.
