CITY COUNCIL ACTIONS

The City Council took the following actions at its meeting Tuesday:

(Mayor Gloria O. Webb absent):

Joint public hearing with Portsmouth Redevelopment and Housing Authority to consider proposed Amendment No. 3 to Southside IV Redevelopment Project Plan. Amendment proposed to change Land Use Plan for those properties generally bounded by Wavy, First and Lincoln streets, and property boundary lines of those properties fronting on PortCentre Parkway from a Residential-Mixed Land Use to an Industrial Land Use. Additionally, amendment proposes to change Land Use for former Coast Guard base property fronting on First Street from a Residential-Mixed Use to an Industrial-Mixed Land Use.

Public hearing pertaining to ordinance authorizing city to enter a Guaranty Agreement with the Hampton Roads Regional Jail Authority and cities of Norfolk, Newport News and Hampton in connection with issuance by the authority of its note which it plans to issue in an amount not to exceed $4 million to finance a portion of costs of architectural, engineering and other project development expenses of a regional jail for the cities of Portsmouth, Norfolk, Newport News and Hampton.

Ordinances granting rezoning application of River Pointe Associates to modify a condition to allow development of condominium units on property to west of River Pointe Parkway and south of West Norfolk Road. Approved, 6-0

Resolution granting group housing project application of River Pointe Associates for single-family condominium development on property to west of River Pointe Parkway and south of West Norfolk Road. Approved, 6-0

Resolution granting use permit application of the Port Norfolk Pentecostal Assembly to use 353 Mount Vernon Avenue for church activities. Approved, 6-0

Resolution granting use permit application of Sarah Grant to use 3720 Deep Creek Blvd. for residential adult care home. Approved, 5-0-1; Martin abstained

Resolution granting Comprehensive Plan Amendment to Community Facilities Chapter to designate a jail location in Hattonsville Area near Ballard Street. Approved, 4-2; Clemons, Griffin opposed

Ordinance granting zoning ordinance code amendment to provide for a use permit requirement for Jails and Correctional Facilities. Approved, 4-2; Clemons, Griffin opposed

CITY MANAGER'S REPORT

Motion to guarantee $880,000 from city's pro rata share of Regional Jail Authority's debt, and a motion authorizing city manager to enter into a Guaranty Agreement with participating jurisdictions of Hampton Roads Regional Jail Authority. Approved, 4-2; Griffin, Clemons opposed

Motion to appropriate $73,000 from Capital Improvements Fund for Children's Museum. Funds will be used for additional planetarium equipment and required furnishings and equipment to open and operate museum. Approved, 6-0

Motion to appropriate $35,000 from the Capital Improvements Fund for drainage and street improvements in Simonsdale area, and a motion awarding a design contract to Woolpert in the amount of $65,000. First phase of project will be improvements to East and West Roberts Court. Approved, 6-0

Motion to adopt an ordinance amending Portsmouth Supplemental and Fire and Police Retirement Systems to expand membership on the Board of Trustees. Amendment of ordinance will expand membership on Board of Trustees from seven to nine voting members. Approved, 6-0

Motion to adopt a resolution supporting City of Chesapeake's request for state Transportation Department to perform a feasibility study for Route 337 along the Jordan Bridge Corridor from Poindexter Street at I-464 to Frederick Boulevard at George Washington Highway. Proposed project would be partially in Portsmouth and would affect this city's future transportation system. Approved, 6-0

Motion to support a Hampton Roads connection to high-speed rail. Such a connection would serve our ports, tourist attractions, industry and our citizens. Approved, 6-0

Motion to transfer $37,011 from Grants Contingency Account for renewal of SEVAMP contract for fiscal year 1995. Services to senior citizens will include health education, health screening and health promotion for 140 senior citizens and 11,000 miles of transportation. No local cash match is required. Approved, 6-0

Motion to award design contract to Hoggard-Eure Associates in amount of $63,000 to enclose drainage ditch in the median of Cavalier Boulevard from Greenwood Drive to the city limits. Funds have been previously appropriated. Approved, 6-0
