NEW TOWER BACKED - Manteo moved a step closer to building a new water tower Wednesday, when the Board of Commissioners voted unanimously to apply for a $465,000 state grant for the construction of a new one.

After a 1992 study determined the present tower was unsafe, repairs were made to stabilize it. But according to town officials, a new tower is now necessary. The state will award grants in December.

PRAISES BILL - North Carolina Congressman Martin Lancaster, D-3rd,said Thursday a bill that gives state and local governments greater authority in regulating interstate transfer of hazardous waste ``one of the most important pieces of environmental legislation passed by Congress this year.

Lancaster said the bill gives local governments the right to determine whether hazardous waste from outside may be dumped in sanitary landfills.

``It has been necessary for Congress to enact this legislation, since a series of federal court decisions of various kinds that have said that state and local governments may not restrict the flow of wastes into their communities because of the Interstate Commerce Clause unless Congress specifically allows governments to restrict that flow,'' Lancaster said. ``Therefore, it was very important that we pass this legislation before we leave town.''

KILL DEVIL HILLS

DENEKE NAMED - Joseph G. Deneke, a Kill Devil Hills businessman and former mayor, has been appointed to the new First Flight Centennial Commission by N.C. Senate president pro tem Marc Basnight, D-Manteo.

The appointment is one of four Basnight will make to the 26-member commission created this year to plan the 100th anniversary in 2003 of the Wright brothers' first flight. by CNB
