City Manager James B. Oliver Jr. received an award from the International City/County Management Association during its 80th annual conference in Chicago.
Oliver received the In-Service Training Award, which is given to an administrator who has developed and implemented a highly effective in-service training program for local government employees.
CAMPUS NOTES Dr. Joseph T. Mullen, a member of the class of 1949 at Carroll College in Helena, Mont., received the college's Academic Achievement Award at this year's homecoming Sept. 23.
At his retirement in 1983, Mullen was the Henry Ford Professor and vice chairman of the Department of Surgery at Eastern Virginia Medical School.
After graduating from Carroll, Mullen earned a master's degree from Boston College in 1951 and his M.D. from Boston University in 1955. He spent his medical internship at Mercy Hospital in Baltimore and completed professional residencies in the Naval Medical Corps at naval hospitals in St. Albans, N.Y., and Bethesda, Md.
In 1967, he became head of the Thoracic Surgical Branch and assistant chief of surgery at the Naval Hospital in Portsmouth, and was named department of surgery chairperson and general surgery residency program director in 1969.
In 1976, he retired as a captain in the Naval Medical Corps and joined the faculty at Eastern Virginia Medical School.

Navy Petty Officer 2nd Class Julie M. Dennis, a 1977 graduate of Norview High School, recently received the Navy Achievement Medal.
Dennis was cited for superior performance of duty while serving as a dental technician at the Norfolk Naval Dental Clinic, her current assignment. Dennis joined the Navy in April of 1983. ILLUSTRATION: Photo
