Signet Banking Corp. said Tuesday that it filed an amended registration statement for the initial public offering of its credit card subsidiary. Federal banking regulators have approved the spinoff, Signet said. The Richmond-based banking company said it expects to spin off the credit card bank, to be known as Capital One Financial Corp., in the first quarter of 1995. Signet also named James M. Zinn, formerly a partner of Ernst & Young, as chief financial officer of Capital One; and John G. Finneran, formerly a deputy general counsel of the Federal Deposit Insurance Corporation, as the firm's general counsel. by CNB
