The Virginia Racing Commission today voted 4 to 1 with one abstension to award Ohio track operator Arnold Stansley a license to build the state's first pari-mutuel horse track in New Kent County. Stansley Racing Corp. was selected over four other applicants: Covington dentist Jeffrey Taylor; Churchill Downs, operator of the Kentucky Derby; Virginia Racing Associates, headed by former state Sen. Elmon T. Gray and horse breeder William M. Camp Jr.; and the Virginia Jockey Club, led by Middleburg businessman James J. Wilson. Taylor wanted to build the track on the same site in New Kent County as Stansley's proposal. Churchill Downs wanted to build in Virginia Beach, the Virginia Jockey Club in Prince William County and Virginia Racing Associates in Portsmouth.
