Bell Atlantic-Virginia Inc. is paring down to a ``skeleton crew'' work force at the expense of customer service, a Communications Workers of America official alleges. Local 2201 President Richard C. Verlander Jr. asked Attorney General James S. Gilmore III in a letter Thursday to push for an investigation of Bell Atlantic rates. Bell Atlantic-Virginia spokesman Paul T.
