COMMENTS REQUESTED: In compliance with Gov. George F. Allen's executive order requiring state agencies to review regulations they administer, the Virginia Department of Agriculture and Consumer Services is inviting comment from the public on regulations governing a variety of agriculture and consumer issues. Over the next two years, the department will look at all regulations that require its review.
The department particularly invites comment on how regulations can be made less burdensome or less intrusive and whether they are clearly written and easily understandable.
When commenting on specific regulations, you need to identify each by citing the ``VR'' number or ``C'' number that precedes the regulation name, along with its full title. Comment should be addressed to: Regulation Review, c/o J. Carlton Courter III, Commissioner, Virginia Department of Agriculture and Consumer Services, P.O. Box 1163, Richmond 23209.
A list of regulations under review was published in the Oct. 3 edition of ``Virginia Register of Regulations,'' which is available at many public libraries. You also may request a listing by writing Regulation Review address listed above at the Virginia Department of Agriculture and Consumer Services.

COURTER GUEST SPEAKER: J. Carlton Courter III, commissioner of the Department of Agriculture and Consumer Services, will be the keynote speaker at a luncheon next month sponsored by the Suffolk division of the Hampton Roads Chamber of Commerce.
The luncheon, honoring the William C. Worrell family as the Outstanding Farm Family for 1995, will be at noon Wednesday, Nov. 9, at Bethlehem Christian Church.
A 1979 graduate of Virginia Tech, Courter majored in dairy science and minored in agricultural economics. He has been recognized as a state friend of extension for outstanding support of the Virginia Cooperative Extension Service, and as an outstanding alumnus of the Beta Eta chapter of the Alpha Gamma Rho agricultural fraternity at Virginia Tech.
Courter is a former director of the Virginia Council of Farmer Cooperatives, and past president of both the Virginia Society of Association Executives and the Friends of the Industry of Agriculture.
Last April, Courter was appointed by Gov. George F. Allen as commissioner of the Virginia Department of Agriculture and Consumer Services.
Courter was awarded the Virginia Society of Association Executives Award of Excellence in May for his leadership in the association field. He also was awarded the Virginia Agribusiness Council's Distinguished Friend of Agriculture Award.
