Suffolk police have identified the man shot and killed Thursday morning in the Saratoga section of the city.
Sinclair Simon Jr., 21, of the 1300 block of County St. in Portsmouth, was shot three times about 10:50 a.m. His body was found dumped on a pile of rocks about 30 feet from Norfolk & Western Railway tracks off Hull Street. It was the second shooting death in Saratoga this year. No arrests in the killing had been made Friday, and police have offered no motive in the shooting. Witnesses said a teal green Ford Bronco was seen speeding from the scene.
