The average Virginia Power residential customer will pay an extra 20 cents a month beginning Tuesday under a $9.9 million fuel-factor rate hike approved Friday by the State Corporation Commission. The utility had asked for a rate increase of $25 million to cover increased cost of fuels. That would have worked out to an increase of 50 cents a month for an average residential customer using 1,000 kilowatt hours of electricity monthly.
