4 SEEK COMMISSIONER OF REVENUE POST IN SOUTHAMPTON COUNTY

Four candidates hope to win the Southampton County commissioner of revenue's post Tuesday to fill the unexpired term of Edward L. Marks IV until December 1995.

Marks resigned in August 1993 after being convicted of unlawfully copying a telephone conversation. As part of a plea agreement, he may not seek re-election until 1995. And interim commissioner Charles B. Settle is not running.

On the ballot are John Robert Harrup, the Democratic candidate, and three independents: Jeannette S. Everett, David A. Price Sr. and Linda N. Vick.

Harrup, 57, graduated from the former Drewryville High School, then farmed three years before switching to surveying. He has worked for the Virginia Department of Transportation and S.V. Camp III & Associates in Courtland.

He and his wife, Louise, have two grown daughters. He is on the Courtland Planning Commission and is chief election officer for the Courtland precinct.

``I know the county from one end to the other, and I know about real estate records and state income taxes,'' Harrup said.

Everett, 37, worked in the commissioner's office 4 1/2 years under a previous commissioner and for the past year under Settle. She has also worked at Southampton Memorial Hospital in Franklin and at NationsBank in Capron.

She graduated from Southampton Academy and attended Chowan College. She and her husband, M.L. Everett, live in Joyner with their two sons.

Her experience in the commissioner's office would enable her to make a smooth transition, she said.

Price, 49, has been a Southampton County Sheriff's deputy for 23 years and a part-time tax accountant for 26. He also has worked for a Boston bank and for Union Camp Corp., and he served in Vietnam with the Marine Corps.

He graduated from the former Southampton County Training School, received an associate's degree in accounting from National Business School in Nashville, Tenn., and a bachelor's degree in governmental administration from Christopher Newport University. He also attended Paul D. Camp Community College. He is a member of the National Association of Tax Practitioners. He and his wife, Della, live near Berlin with their two sons.

``I love public service,'' he said.

Vick, 51, is bookkeeper for her husband's farm in Newsoms and manager and part owner of Boykins Manor Mobile Home Park. She has worked for Step Up Inc. in Franklin and the Boykins law firm of Britt and Carter.

A graduate of Southampton High School, she attended the former Richmond Professional Institute and Paul D. Camp Community College. She has served on the Newsoms Planning Commission and the Paul D. Camp board. She and her husband, James, live in Newsoms and have a grown daughter.

As revenue commissioner, she would assess each taxpayer equally, she said. ILLUSTRATION: Photos
