COMMISSIONER'S POST GOES TO HARRUP THE WINNER OF THE SPECIAL ELECTION FOR COMMISSIONER OF REVENUE TAKES OVER MARKS' JOB TODAY.

Democrat John Robert Harrup defeated three independent candidates in Tuesday's special election for the commissioner of revenue's post in Southampton County.

Heavy turnout was reported at most precincts.

Harrup, 57, had waged an extensive door-to-door campaign across the sprawling, rural county. A Courtland surveyor, he and his wife, Louise, had knocked on the doors of about 80 percent of the homes in the county, he said. He had campaigned mainly in the afternoons during the week, while drawing survey maps early in the morning and late into the night.

Harrup will complete the unexpired term of Edward L. Marks IV until Dec. 31, 1995. Marks resigned in August 1993 after being convicted of unlawfully copying a telephone conversation of one of his employees. As part of a plea agreement in the case, Marks may not run for re-election until 1995.

Harrup, a Southampton County native, also won a four-way race in June to become the Democratic Party's nominee in Tuesday's general election.

The primary was his first bid for elected office. He has served in two appointed positions: as a member of the Courtland Planning Commission for 15 years and as chief election officer for the Courtland precinct for 10 years.

Harrup, who has worked for S.V. Camp III & Associates for 18 years, will take office today. He replaces interim Commissioner Charles B. Settle, a retired Capron banker who was named to the post in September 1993. Settle, who was appointed by the Circuit Court judges until the special election could be held, did not run in this election.

Harrup said during the campaign that he would keep both the women who have been assisting Settle ``as long as they remain good, faithful employees.'' ILLUSTRATION: Graphic
